All people have inherent rights. That's all the Declaration means. You
don't have to "exercise" rights; especially inherent ones. You do have
to scream bloody murder when politicians try to erode them.
That's why you need to exercise them: To remind politicians that
they're screwing with something that they're not allowed to screw with.
One of the reasons so much erosion to the 2nd Amendment has
taken place is that so few actually have cared enough to exercise
their lawful rights that the politicians simply deemed them as
expendable. With no exercise, there is no outcry. Which leads
directly to abuse.
