Same effect when using a dummy load.

Make sure the dummy load and coax feeding it are good.

Then check the connections inside the radio. Look for
loose or corroded connections. Ground, coax, connectors
and around the TX section. If questionable, resolder or
clean and reclamp them. But it has to work into
the dummy load before you need to worry about
the antenna. Good Luck.
