charge a capacitor faster, or get some small vehicle to run faster
over a particular course?
You can't escape physics: to charge a given capacitance more quickly,
feed it more current. If the source of energy for charging it is
greatest at a particular voltage (typical of a photovoltaic array),
use an efficient converter to go from that voltage to the highest
current you can achieve at the instantaneous capacitor voltage.
You can't escape physics: if you want a vehicle to traverse a path in
the least time on a given amount of energy, reduce the losses (e.g.
friction and air resistance) to a minimum. As a second-order effect,
consider how inertia affects the speed too.
Though you can put some practical bounds on how well you should expect
to be able to do, there are certainly many ways to arrive at a
solution. Engineering solutions like this practically always involves
compromises and tradeoffs. You get to decide how to best accomplish
what you want to do, always under some constraints that generally
include both explicit and implicit ones. Math is one of the tools you
can use to optimize your solution: consider the equations for motion
and loss of energy; consider the equations for conversion of energy
from one form to another.
