ASCAP fees are revenue based. HD broadcasts are treated the same as analog
broadcasts by the composers and authors rights societies, ASCAP, SESAC,
BMI and ASEMLA.
Not so much...
For digital streams they have a minimum based upon potential listenership,
not upon revenue. When the new rates went through, Live365 more than
doubled their fees and reduced the number of 'free' listeners just to be
able to cover the new fees. These same fees apparently apply to
broadcaster's webstreams and to IBOC streams
