Not so much...

For digital streams they have a minimum based upon potential listenership,
not upon revenue. When the new rates went through, Live365 more than
doubled their fees and reduced the number of 'free' listeners just to be
able to cover the new fees. These same fees apparently apply to
broadcaster's webstreams and to IBOC streams


I was answering a question about HD, not about internet streams. HD is added
on to a terrestrial station's base license, which has a fomula based on
market size, ratings level or tier and revenue potential.
