Radio Shack used to sell a voice chip in a kit that let you record and
play
back either 10-15 seconds of audio, or another one that I think could have

4
messages up to 5 seconds each. All you had to do was add a battery. Many
modified this into an
enclosure with relay for PTT for a one-button voice keyer. I think the

chip
is still available, but not from Radio Shack.
Try some of the electronic supply houses.
You could probably easily then make the
interface from the pc to the voice kit.

That family of integrated circuits is made by Information Storage Devices
Inc (ISD) ,San Jose -California
The early types (1992) were ISD1012A , ISD1016A , ISD1020A with
Record/Playback duration of 12 , 16 and 20 seconds respectively . The
respective upper pass band limits are 4.5 , 3.4 and 2.7 kHz.
They have an onboard mic amplifier , automatic gain control ,antialiasing
and smoothing filters and a speaker amplifier.

A number of units can be cascaded to increase overall Record/Playback
duration.
