IET responded that they don't have it!
I got a GR 783A which is newer version and similar but would still like
the 583A.

IET is putting all the old Genrad manuals up. They have a list at:
http://www.ietlabs.com/pdf/Manuals/index.html right now.

It doesn't include the 583-A, but send them an email and let them
know
you'd like to see that one.
