Are schools in their neighborhoods supported equally? No, they are
not. That's racism.
Bush's funding of Leave No Child Behind schools is underfunding
schools who need it the most.
Last I heard, No Child Left Behind was an un(federally)funded mandate... one
of the reasons so many states were and are bucking it (and 'teaching to the
test' to comply with it)
