The gain would be different, but that's because the pattern would
change, you would have more gain broadside but at the expense of less
gain elsewhere in the pattern.
You would very definitely need a tuner, but that's not a disadvantage.
I am a strong strong proponent of the "all band doublet", with a tuner
what you describe would be a useful antenna on all ham bands shorter
than 80M. And with a little cleverness (tie the two conductors
together and feed it like a vertical against ground with a tuner) it
will be usable on 160M too.
