Power of the Unit and not just the Output Power.
This is most likely the case, and a lot of that 200mW is probably wasted in
heat in the voltage regulator circuit.
BTW.. if you do the math, Part 15 allows approximately 10uW on FM... not
much, and certainly nothing like the 100mW that many seem to think it legal.
Clue: From a spot above average terrain, 100mW on FM can be heard many miles
away. (not well in all cases, but I guarantee, it can be heard, even in
stereo.. )
One flaw so far is that it is only 'mono-phonic' and
not Stereo.
However the "Whole House" Gold FM Transmitter is
"Stereo" -but- it only has a simple short Wire "Whip"
Antenna. which really limits it range.

The antenna on the Whole House Gold is large. It looks to be about 48"
BTW: Part 15 requires that the antenna cannot be easily modified.
Tell that to the people that just tie on extra wire to the end of the whip
antennas..
