A #14 horizontal wire 30 feet above ground is a "single-
wire above-ground transmission line" line with a
Z0 = 138*log(4D/d) = 600 ohms where 'd' is the diameter
of the wire and 'D' is the height above ground. The ground
is the other half of the transmission line.
