502.4 KHz usb Dial

As a means to enable the casual and ardent WSPR user to establish a
transmitting or monitoring station covering the uk 500 band a
generalised frequency has been adopted, being defined as dial
frequency and ERP power.

The dial frequency follows normal WSPR practice, where as the power
reported in ERP may differ from the norm.

The efficency of low band antennas falls well short of 'hf' systems ,
reporting a power to the Ae of say 100 watts for a erp of 100 mW would
not convay too much to the observer, ERP should give a better
reporting structure.
