It's not all as simple as some think.
That's because it's not ALL underground. Somewhere there's a feeder that
isn't buried. High tension feeders are generally fine in a storm because
they have wide exclusion zones, but anything near ground level is a
liability in a storm.
Sounds like a badly installed underground distro. We're underground
here and have had 2 major earthquakes with no damage to the distribution.
What are these "grates"? Here we have floodproof vent stacks.
