No. It was Negroes, Chinamen and Mexicans.

It is the rich who pay the greatest proportion of taxes.

The "rich" control a greater proportion of the wealth so they only
logically would pay of tax on said wealth. The wealth cannot be allowed
to get so wealthy as to pose a threat to the Republic.
