I believe that his quote was referring to the negative aspect of opiate use:
the dumbing down of the people through their use.

My tagline was a Karl Marx quote.

"The first requisite for the happiness of the people is
the abolition of religion."

Being a tagline, it was my slam against liberals and ACLU types who
want to eliminate religion totally from the public square.
