They don't need difficult driving tests. They weed out drivers using their
(in)famous licensing system. First you have to have an appointment to take
the written test (and you had best not be 5 minutes late, or you lose your
appointment and have to reschedule). This takes all of the first day (MAKING
the appointment, which must be done in person). Once the written test is
done, you then must schedule an appointment (same thing applies) for the
road test. All in all, it's a three day affair..

Around here, you can do the whole deal in a couple hours, except after
school lets out. Sad thing about it is I've seen people who shouldn't be
allowed to live alone, get passed to drive. One old guy was ahead of me
to get his license renewed, and he was so far gone mentally, he couldn't
follow the simple directions to use the little vision testing machine.
But, after a half hour of them helping him, he got renewed. Then it took
him 20 minutes to back his car out and leave. Several of us people there
commented that we couldn't believe they renewed his license. The workers
got very angry that we dare comment about it. I always wonder what
happened to the old guy, and I hope he didn't hurt anyone.
