Apparently, whatever they are doing, they are now doing it digitally.
Perhaps, the report I saw was for MCW on 9063 at 0800 on Wednesday, also others
earlier in the week, some using AM.

Certainly not MCW. I will make it a point to record it next time.
They broadcasted a dead carrier most of the time, then data bursts
over AM. That is, I never saw the signal strength drop. So I have to
assume this is meant to be received on pretty low tech gear, like a
cheap shortwave radio into a soundcard.
