Yes. It has the whip on top. I built it using the directions below:

The discone is a Diamond D-130NJ with a CAB cxp1318fn-50 50' cable ...
and now I see the problem. I though I was purchasing a discone that can
listen from 25 through 1300 MHz, and the paperwork here says, "50 - 1300
Mhz." I guess I need to purchase a different antenna.

Is there a base loaded whip on top of the discone? This is how they get
the lowest octave.
