This is a trend in ISPs. For the past year I've used a free service
called Tera News after my ISP cut this access. The ISPs for the most
part didn't actually run the service but contracted with a service
such as Giganews. It is possible to get access through Giganews as
and individual, but they do have fees. The free service has some
daily limits but I've never exceeded the daily limit for text based
things. If you are into binaries in a big way, they do offer paid
services with greater downloading quantities. There are several of
these services.

Because of the Spam content on many groups, Usenet popularity is down.
Many groups have gone to moderated services on things like Yahoo
groups where they is a little more control (sometimes) on the kook
factor; or, they have private websites actually owned by a
participating member and often moderated by them.
