Just a guess, but sounds like trunking, and you're listening to a
control channel.

Telling us the frequency, and what agency / city /state it is would
help too.




just outside of toronto its some kind of ambulance i think and after
looking around a bit i think you
are right about it being a trunked channel, in which case not much can be
done about those annoying
tones at least not on the icom r5. oh well i like listening to even the
airport and other stuff that doesnt have these noises so no big deal
really i guess. thanks for ur reply take it easy
