The constitution doesn't say congress may spend on what ever they want,
it prescribes the limits.
There is no Constitutional redistribution.... what ever they "talked
about" it is irrelevant if it's not in the constitution as a power
prescribed to the United States which in the constitution is actually
"the United States Government" known today as the Federal government.
The power of taxation has traditionally been used to limit corporate
wealth and to encourage behavior deemed advantageous to society. Your
rantings are unfocused.
