There is no power for the Federal Government to spend on anything but
Federal Government, there is no provision to give money to "the people"..
When spending is out of jurisdiction, it is the same as taxing out of
the Federal governments jurisdiction, it's unconstitutional.
The constitution doesn't say congress may spend on what ever they want,
it prescribes the limits.
There is no Constitutional redistribution.... what ever they "talked
about" it is irrelevant if it's not in the constitution as a power
prescribed to the United States which in the constitution is actually
"the United States Government" known today as the Federal government.

- The power of taxation has traditionally been
- used to limit corporate wealth

The Abusive Power of Taxation has traditionally
been Used to Confiscate Individual Wealth.
{Using the Threat of Law and the Might of the
Government To Intimidate and Coerce the Taxed.}

- and to encourage behavior deemed advantageous
- to society.

That is NOT within the spirit of the law.... Taxes are prescribed to
pay for government NOT for social engineering.
