slicks across vast reaches of the ocean was theoretically thought to
be a way to steer hurricanes away from populous areas. I you ever
have a chance to see the wonderful Frank Capra - Bell System *1958*
movie "The Unchained Goddess" it briefly describes the process,
shortly before discussing the threat of global climate change, by
themn already a well-developed theory and a source of rising concern
among climatologists, even conservative ones.
