Ah, another Gold Adorer.

That "green piece of paper" represents the trust that the world
accords to the US success. It could be pictures of naked Elvis
instead, it matters not.

Incidentally, if the US sold all of its gold to pay for the deficit,
it wold cover only a very small fraction.
