the basics -maybe not in the usual order - 800ms data burst
transmission then the cartoon character voice.

I know. It was supposed to be some guys testing a radio but it was a
poor choice of recording to do testing. Which makes you wonder: Was
there an alternate purpose to the transmissions? Were they trying to
attract attention?
