I HAD to provide a certified copy of my COLB to obtain my first
passport, but not on subsequent passport applications.

Hello reminds me of the all too real Newspaper Story

to Raid the Janitorial Contractor for it's own Office.

who had access to the open stock of "Green Cards"
and the Equipment used to Print/Issue them in the
