Default advice on how to cascade directional couplers?

Hi all,

I'm needing to make several attenuator strips but I don't have much in the
way of precision
resistors... I do however have a boatload of FT-37-43 toroids!

In "Solid State Design for the Radio Amateur", there is a schematic for
making a 20-db
directional coupler for the purpose of attenuation. My question to the
group is how
to cascade the couplers as an attenuator strip, and what type of resistive
termination
I am likely to need.

I can't assume that either the source or load of the strip will be 50-ohms,
so I wonder if
I need to place a 50 ohm resistor between couplers, and whether I the
connection needs
to be series or shunt?
