Actually, you would be surprised at how many people learned they could
buy a seal on the black market for their meter. So, they cut the
original seal on the meter and turned the screw towards the + (positive
-- it is markets backwards, so you had to be careful) and suddenly their
meter read low.

So, you are correct, the new meter will, in a large number of homes,
"increase" (or, correctly tally) the cost of the electricity ...

Some people are going to be shocked. As, they will have moved into a
home/apartment/etc. after someone has tampered with the meter; They
won't have a clue what is coming their way.

How do I know this? Cousin used to work for PG&E, here, in Weird-a-fornia.
