Jon Favreau starts from essentially an outline and Obama tweeks that,

You have basically stated that the previous president didn;t even know
what he was going to be speaking about until his speech writer told
him thus implying that the the speechwriters are really the ones that
made policy.

I made no such assertions. I said I saw a feature on TV about how
Favreau and Obama go back and forth when writing big speeches.
