To measure it you must have an equipment and good will.
The last is more important.

Look at the original Hertz apparatus:

To have one portion of radiation it is enough to charge one half of the
dipole. Charging is made with DC.
After some time you can repeat it.

The radiation is in form of the damped wave:

In damped waves each amplitude is smaller than the previous. So in one cycle
no symmetry.

It is obvious. But you can try to detect it.
