i was wondering if you can get a (portable) device which works as both a
radio scanner and also a transciever?
uhf and vhf is what im looking for

"General coverage receiver" is the magical keywords you're looking
for. Yes, they do exist. The Kenwood TH-F7E is one that comes to
mind, able to do 100kHz (with suitable antenna plugged in) right up to
1300MHz receiving AM and FM. It was able to do SSB and CW up to about
450MHz, and WFM down to about 40MHz. I think Icom have a handheld
with similar capabilities. The Yaesu VX-7R can do likewise, but only
AM, FM and NFM, not SSB or CW.

These can all transmit on 2m/70cm, and the VX-7R can transmit/receive
6m as well. VX-8R I believe does AM transmit in addition too.
