Yes, but why "73", why not "74", or even "69".
The American Radio Relay League published, some years back, a list
of frequently-used expressions. These were numbered, so that "Best
Regards; Love and Kisses" could be encoded as "73;88".
"Best Regards" (or whatever it is) just happened to be number 73
in the list.
