Well, as I post this it's just after 10:00 MST in AZ, USA,
so I assume Europe and all points east are experiencing
terrible earthquakes.

Interesting puzzle... While AZ doesn't go on DST, the Navajo
Nation, which is in NE AZ, does. And there's an area
completely enclosed by the Nation which follows the AZ
practice rather than that of the Nation. Since the effects
happen based on a *local* time of 18:00 (6:00 PM for the
uninitiated) ;-), exactly what can we expect to see?
