Depends upon where you are. In Europe and Africa, and western Asia,
7.000-7.100 is an exclusive ham band. 7.100 to 7.200 is also NOW an
exclusive ham band, but stations that were there have time to move,

7.200 on up is a Shortwave broadcasting band.

Yeah a 'National' [Country/Government] Shortwave
Radio Broadcaster like Radio Mauritanie on 7245 kHz
can do what-ever El Presidente lets/directs them to do.

They are transmitting off the Coast of Africa
East towards Africa not the USA/North America
{West}.

So what I heard was the back-side of their
Signal; or a 2/3rds Around-the-World Signal.
