The tool used in machine shops for this is called a "sheet metal
brake", and will do all that you are asking for, partial width folds,
exact angle bends, etc.

You might find a small used one out there, but looking at a picture of
one will give you ideas for a home version.

There are plans for building one, which might be best for you, as you
can readily scale everything down.

Acceess to a machine shop for some of the parts would help.
