I have been expecting this. Apparently the FCC is being deluged with
waiver requests.

But they are not going far enough. The NPRM (and the waiver system)
only deals with hams who work for government entities. It also should
apply to hams who work for other disaster relief organizations, like
the Red Cross and the Salvation Army.


The current Administration operates on the worldview that Government
knows best. You may ultimately get your wish by means of the Federal
Government subsuming private relief organizations like RC and SA.
