It's dishonest because the seller has a minumum you can not find out until
you bid and reach it. Plus since the minimum advertised is not the real
minimum, it's false advertisement.
If the minimum bid is $1, you can't bid $1 and win it.
It happened here in Israel with lottery tickets. The state lottery was selling
"win a million" scratch off tickets. Someone bought one expecting to be able
to win a million and found out that the million had already been won, six
weeks before. There was no chance of him winning the million, so he sued for
false advertisement and won.
