Maybe a harmonic of a CODAR buoy?
Fading could be due to time of day conditions.

Very strong right now (0430 UTC) on 11709.2. Better in
USB tonight than AM.

Just to be sure, on my end, I put the 590h on your
11709.2, about 08:00u. No time sync., I am getting a station
here. Way down, can't really pull anything out of it, but
oddball bits of music, kind of like a child's music box.??
So, sorry, no help here. I'll check a few of my ult books
later today and see if any info on this. You could ask on
one of the ult groups on yahoo, if your a member. Let me
know if you come up with anything on this, I love a good
transmitter/ station hunt.
