Why is he a scumbag?

At Oral Roberts University alcohol is forbidden for any student attending
the college.

IOW, "Arky Bob" is an alcoholic?

The students know the rules before they sign up. If they don't agree
with them they can go elsewhere.

I drink, and I smoke cigars. I don't do it on my employer's property
because they prohibit it. I could go to work elsewhere and be allowed
to smoke cigars outside the building: I don't know anywhere in America
you can drink alcohol on premises at a workplace, except a brewery
maybe. In Germany the union demands the employees get a beer at lunch
if they want. Comparing the average qualities of German and American
products it would seem a sensible policy, but I don't make the
policy.

Fundamentalist churches who teach that "the Bible is against alcohol"
or "Jesus changed the water into grape juice" are either lying or
incredibly poorly educated/trained, but that's their prerogative.

My former boss was a Mormon bishop who once a year would ostensibly
go "on a spiritual retreat". He would go to Monte Carlo in France, (he
had Big Family Money and LV has too many Mormons to guarantee his
anonymity) get stinking drunk, and have relations with a couple of
women he'd pick up, and gamble a thousand bucks or so. The other fifty-
one weeks a year he was a True Blue Mormon. This seemed reasonable to
me: he was decent to work for and had a fine family.

If the students at ORU get a good education for their money and are
employable that is all that matters. AFAIK the school is academically
respectable.
