That depends entirely on what he wants to listen to.
Not only for take off angle but also the direction
from which the signal is coming from
together with frequency.
The beverage is somewhat frqquency dependant because
of its rear nulls and lack of high angle reception
but it is also directive but unfortunately not rotatable.
Most overseas shortwave programs use frequencies
within thw 10 to 160 frequency spread so incoming angle
varies a whole lot
