Manufacturers certainly can be licensed to operate their own gear!!

Correct - I have a test and development licence permitting 25W EIRP SSB
on the following frequencies: 2806, 5750, 7556, 9071, 10438, 11117,
16014, 18990, 20990, 24135, 26218 and 27045kHz.
