Look at this-

As far as the Ozone is concerned, NORAD built a 5 Billion Watt
transmitter in the Arctic and found that they could blast holes in it.
What did they find? Well that Ozone is comprised of the little ion's of
energy that the sun gives off and that it recombines at night and can
rebuild itself in as little as 12 hours..

Maybe what these people are seeing is the effects of a directed array
burning off the Ozone in a certain area - it would be a very effective
way to starve out an enemy or at least make it unbearable to live
there...
