It has to be on American "soil". Can mean vessel flying the flag,
military outpost, embassy, etc. Not subcontracting for an American oil
company in Canada. His mother chose to move to Canada, for whatever
reason, and should bear the consequences.

Cruz is the biggest phony in the Senate.
