Whichever is the case, the remedy to guarantee that Ham Radio
remains the preserve of Radio Hams and not as CBers-masquerading-
-as-Radio-Hams is to increase the proportion of CW QSO's, to refuse anything
other than CW for DXCC, and for all contests to become CW.
By this means, all those who spent their time whingeing rather than
proving their devotion to Ham Radio will be forced to learn CW at
a respectable WPM rate anyway.
Whatever the Irrelevancies, sorry, Governments, of the world will
decide to impose as the licensing conditions of Ham Radio, what is Ham Radio
itself will be determined by Radio Hams.
We have it in our power to decide who have qualified and are welcome as
Radio Hams,
and who are just CBers, although they may be masquerading with a licence.

According to the guy I spoke to at the radio licencing centre, in the
event
of the A + B's merging they will continue to issue M1 callsigns until
they
run out 
Several schemes have been considered but last Monday I was told by the RA
that the decision is that, after the active date, all new licenses will be
M0s (or 2E0s for the IL).
