That clause is totally devoid of meaning.

AFAIK radiation resistance is totally obedient to Ohm's law. The fact
that radiation resistance is not fabricated from a piece of
poorly-conducting physical material does not make it any less a
resistance with all the necessary properties to meet the definition of
resistance, at a given frequency.


Sorry to join in, but I do think the total number of people agreeing
this is incorrect is important for readers trying to assess who is
right.
