pulse to square wave converter assistance needed

OK.... Ive got what should be a simple problem, but its proving to be more
difficult than my feeble brain can handle: I need to convert a pulsed DC
signal to a square wave signal at 1hz, as shown in the picture. Using
capacitors and resistors, Ive can go from pulsed DC to sine wave.... but
not square waves @ 1 hz.



At that low a frequency, I know I could use a DPDT relay, and it would work
fine. However, for reliabilitys sake Id like to go all electronic, and
passive components if...
