Next step for SARL ICASA MoU

Current cooperation between the SARL and ICASA has far outstripped the
original MOU between the two organisations and was brought up-to-date last
year. However due to the restructuring of ICASA and various delays in
amending the ICASA delegation of authority, the signing of the MOU was
delayed
