Please explain the difference you see between "regular radio" and voice.
CW? Also, you might clarify what kind of data you are interested in.

You did not tell us your budget. You can get a good quality used radio
like a Yaesu FT-1000MP for $600-700. If you want to get new radio, two
that are highly recommended are the Kenwood TS-590SG or the Icom IC7300,
both around 1300 bucks. The product reviews at eham.net are your friend.

Especially data transmission.

Data transmission is a well-defined, "no-brainer" issue for any ham
transceiver made in the last 15 or 20 years that is capable of SSB
transmission. All you need for "data" is a computer with a sound card
and some type of interface between your computer and radio. [many
commercial interfaces available]. There are tons of free software that
will allow you to operate RTTY, PSK31, the JT modes or even slow scan TV.

I got some ideas in my head for
rigging a data transmission but I'm thinking that there might be
hardware for data transmission already so I don't have to get hacky
with it.

See above.

I am somewhat experienced in radio and have been studying it
extensively through ARRL publications so I don't think I need
hypo-simplified equipment even though I'm a newbie.

Good luck on getting your ticket and check back here if you have any
more questions.
