The only "barrier" to Technicians using 5 MHz Amateur frequencies would
be the requirement for those operating on the HF bands (10-meter Novice/
Tech segment notwithstanding) to possess at least a General-class license.
Since the ITU has eliminated the International Treaty requirement for
code testing, and the FCC is sure to follow once the petitions start rolling
in tomorrow morning, present Techs will soon be upgrading to General and
Extra in large numbers -- thus providing more HF phone operators to go
QRT once the band conditions no longer support that mode!
