So did you ever figure out why the FCC evaluated it last time, and why
they have to review it again in the future?


Because The Congress said "no rules review, no appropriation".

Of course, the scholars and wonders at the FCC didn't read between
the lines and figure out that The Congress was aiming at broadcast
and cable and telephone competition rules, so they could kiss off
things like personal radio services.....

Those are the areas that The Congress want to control, so they have
no concept that the others exist and care less. For the average
amateur, the reverse is true.
